help on outland the regrovement

can some one help me with the outland the regrovement, i have heard that the move the guy every week.. is it tru?
im am looking at blades edge south of it but i still cant finde him does anyone have an idea?

First you buy a Teleporter crystal from vendor in Enigma custom start city. Then you fly to the "RooF" or that shit manaforge b'naruu i think.

You can buy the teleport crystal from one of the ladies at the fire in the starting city. From there you want to go to the teleporter lady and go to H&A Leveling zone 91-100 and fly to the big purple building that looks like its having convulsions. Manaforge B'naar, the quest should be in the bowl looking thing in the middle of the Manaforge. About middle top you can't miss him - Yes flying mount required
